[Debate] Public services : dematerialization without exclusion?
The French government set the objective to completely dematerialise administrative procedures by 2022. Already today, access to Pôle Emploi, CAF or Health Insurance services are  mainly (if not exclusively) online. However, not everyone is equally equipped to deal with administrative complexity. How can we think administrative procedures and their dematerialization for the benefit of all users?

Given the active nature of citizen participation in Lille through platforms like the participative budget the municipality, this workshop will explore views and values around identity and identification and where citizens can engage. With an eye on some of today’s emerging solutions, like self-sovereign identity, participants will be given the space to think critically on how they can take a more active role in the management of their own personal data.

Workshop participants will aim to answer questions like:
What data does your institution store about you?
What does your institution do with this data?
Where else could that data be used?
Could that data be handed over to you?
Is managing this data your responsibility? Is it your right?

English and French speakers are welcome. No technical expertise is required.

[Debate] Will digital technologies actually revolutionize society?
The digital revolution is still largely spoken of as the catalyst for a profound upheaval in our societies. What has it really changed besides the economy? Is it perhaps a myth that fuels an ever more conservative growing society? And if on the contrary, the revolution is well under way, how can large digital companies respond to societal challenges with the data they collect? How can we encourage private digital companies to work on projects for the common interest? Can commercial interests somehow be reconciled with the interest of the public? What stance should citizens and public authorities take? Do we need to make the digital solution accelerate or slow down ?

[Keynote] Democracy in the light of social media
Social networks contribute to the democratic transition as they serve as platforms for citizens to mobilize and express themselves. However, what may appear to be a 'public square' is in fact often times still private, and their interests are not necessarily aligned with society's interests. Filter bubbles, propagation of fake news, use of data for political purposes... are these social networks a danger to democracy or, on the contrary, are they an essential place of expression and change that are necessary for the redistribution of political roles and powers?

[Debate] From roundabouts to civic techs - how to make democracy?
In times where democracy seems more pertinent than ever, our intermediary bodies no longer there to ensure debate. Democracy thus finds new places of resonance like social networks, roundabouts, civic tech etc. These spaces may be part of a revival of democracy, but are they really changing the situation? What are their limits and what is their potential? Is there a need for a more direct, participatory or better represented democracy?
