[Debate] Public services : dematerialization without exclusion?

The French government set the objective to completely dematerialise administrative procedures by 2022. Already today, access to Pôle Emploi, CAF or Health Insurance services are  mainly (if not exclusively) online. However, not everyone is equally equipped to deal with administrative complexity. How can we think administrative procedures and their dematerialization for the benefit of all users?
